I know PhotoMachining - including Ron Schaeffer, the president.? Think he started in laser?for boards to remove mask smear from "mask on pad" errors.?
Then, we at MacDermid did some HDI microvias and finally, co-authored a laser trim of plated resistors paper.? Should be able to easily laser off mask on ground planes.?

Hi Gregg,
Here's a place:
http://www.photomachining.com/via.html
I've never used them, but was thinking about it. Wound-up removing our
solder mask exactly as you describe (x-acto & dremel) only because of
time constraints and the quantity involved. But I did talk with these
guys and they seem to really know what they're doing...

Subject: [TN] Solder mask removal
I need to remove multiple broad areas of solder mask to expose ground
plane on populated boards as a result of a layout fubar. Laser removal
appears to be the least risky and doesn't require masking, corrosive
chemicals, or deftness with an X-Acto or Dremel tool. Does anyone have
experience with this removal method? Recommended or non-recommended
suppliers?
Thanks,
Gregg
