I guess people are aware the proposed amendments have been published and
are available through links at the bottom of the Europa WEEE/RoHS page:

When looking at the amended RoHS
(http://ec.europa.eu/environment/waste/weee/pdf/com_2008_809.pdf),
Article 2, Scope, Item 3c (reproduced below) seems to now exclude
subsystem items and does anyone have clarification on what is meant by a
commercial unit?

3. This Directive does not apply to:
(a) equipment which is necessary for the
protection of the essential interests of the security of Member States,
including arms, munitions and war material intended for specifically
military purposes ;
(b) equipment which is specifically designed as part of another type of
equipment that does not fall within the scope of this Directive and can
fulfill its function only if it is part of that equipment;
(c) equipment which is not intended to be placed on the market as a
single functional or commercial unit.

i.e. is this now a retraction on obligations previously considered to
apply to B2B products especially (WEEE) Cat 4 products?
