Anyone know what happen to IPC 12 that suppose deal with CSP and fine pitch? I believe it got some cleanliness requirements .

To the best of my knowledge, no, although there may be something. The
IPC was originally the Institute of Printed Circuits, even though it
changed its name (twice). I don't think there is an Institute of
Electronic Components or similar that could act as the motive power
behind standardisation. Arguably more important than contamination
levels (cleanliness is too abstract as a meaningful term), is
solderability: are there any norms for that?
I brought up the subject in my book and developed some instruments that
could measure the ionic contamination on a single diode and sold a
smallish number of them (perhaps about 20) but most component
manufacturers were not interested: in the 1980s, they were often using
very aggressive water-soluble fluxes for tinning DIL Kovar lead frames
and often "cleaned" them by dipping in the same bath for days or weeks
on end. That "cleaning" water was often almost as strong as the flux
itself!!!!
