Typically HASL flux/fluid is a high bp organic + activator, similar to a
water soluble flux without the volatile thinner. Usually these were designed to
be water soluble, since board fab processes are all water-based, except for
some solvent based processes used in Scottish board fab houses.
That might be the problem here- HASL residues left on the incoming boards
which your shop is trying to remove using solvent technology. 141b has about the
same characteristics as 1,1,1-trichlorothane, but it will benefit from the
addition of methanol as noted by BNE.
