Yes TS is ISO on steroids. 
It would certainly sort out men from boys if implemented but......you might
eliminate all your suppliers while they did or refused to carry out
provisions!

Here is a way off the wall suggestion...why not use TS16949 (Automotive
Standard for Quality) and the TS16949 audit system with IPC requirements?

I think the bigger issue here is "How can I be sure that I am getting
quality boards from my supplier, (read that - from a location I can audit,
but can't watch every day).?? The reality is that buying boards at
attractive prices, means that they come from offshore, a much harder place
to control quality than in my home country.? So, how do I get quality and
low prices at the same time?

NADCAP has been explored as a possible way to help insure quality boards or
components, even when periodic audits cannot be run. Besides quality, there
is outright counterfeit production - components, as well as bare boards and
assembled boards.? 

I know IPC has faced pressure to set up an audit organization.? UL and other
safety organizations have been suggested, as well as test laboratories with
locations off shore.? Even suppliers of chemistry, like my company, have
been approached to "police" the processing of boards in the chemistry we
sell.? 

So far, no system has been implemented that works well.? 

What positive suggestions do TechNet readers have that can be carried to
implementation, and enforcement?? One IPC Blue Ribbon committee, reporting
to the TAEC Group, would like your imputs.

Haven't dealt with it too much...

National Aerospace & Defense Contractors Accreditation Program, was
initially conceived by the Department of Defense as a means to control cost
and ensure consistent aerospace product and process quality...

More focus on "special processes, systems and products".  Goes into process
and product detail whereas a QMS such as ISO 9001 or AS9100 are higher
level.

Value?  If your customers require it and you want to be in that market, you
choose to comply.  

Who?  "Prime aerospace contractors who are trying to reduce cost"
that's the propaganda.  The alternative is the prime or delegate has to come
onsite and approve you/issue a variance for that part/process if they are
requiring NADCAP certification.

I was able to look-up _www.pri-network.org_ (http://www.pri-network.org) ,
 
IS this just one more  circuss to create paperwork nightmare for PCB
supliers.
 
I mean we have
MIL-Spec (This is global  certification...DESC travels internationally and
certifies suppliers).., 
AS9100 (another global  acceptable std for aerospace),   
IPC certifications  (international std)
 
So Can the community  help...what is the value of NADCAP and who is driving
this  ???
