Typically in good shop will plate to 1.5 mils in the hole is for higher
copper weights without causing plating failures.

Finished copper thickness is generally specified as a minimum thickness 
measurement per the design intent.  Check IPC-A-600, 3.2.3

It is more difficult to maintain copper thickness with heavy copper and poor

distribution, it might cost a bit more and you can't go to just any cheap
shop, 
but it can certainly be done consistently.
