Joel,

Telcordia recently released their new (Sept. 2007) GR-78 spec which they attempted to adopt more of IPC 610.  There is an IPC committee that is about to go to vote on a Telecom addendum to IPC 610 also.   

I should not say this but I never see Telcordia fully aligning with IPC.  If they did you would not need to buy there specifications.
