If you are moving to an aqueous or semi-aqueous system for the first time,
you must pay attention to your design to avoid potential capillary traps:
sleeved leads, component clearances, some connector types and so on can
mechanically attract water into them which is difficult to impossible to get
back out, Also do not neglect drying, most people concentrate on the
cleaning part of the process and relegate drying part to also ran, it can be
significant portion of budget. Generally blow off is better than dry off for
water, but you will probably need both.

Darn, Richard beat me to it.  In addition to matching the cleaning solution
to the soils to be cleaned, you also need to consider the kind of cleaning
equipment.  The dynamics of the machine can make as much of a difference as
the cleaning chemistry. 

You should probably come to the IPC/SMTA Cleaning Symposium in Chicago in
October.  Become an expert in the topic in two days.

The cleaning method is tailored to the flux type of the solder paste and
wire solder and wave solder you are using. If you are looking for the
safest method of cleaning, then I would go with deionized water at
145-150 deg. F. and a good water soluble flux process. It depends.....

Can anyone tell me what the latest and greatest "safe-to-the-hardware"
PWA cleaning methods and solvents there are these days.  One of my
co-workers has been tasked with buying a new cleaning system for PWA's.
