This is a non-RoHS PCB, so I assume IPC-6012 should be a valid reference.
I have had vendors catch issues based on IPC-6012 requirements many times, 
this is the first time I've really had to stop and question whether the 
requirements are sufficient to ensure end product quality.

I am still pushing to obtain your RoHS paper for reference.
