Hi Dave,
First, you need to be aware, that the specifications in IPC-6012 are not
adequate for PCBs seeing Pb-free soldering processes.
Second, unless you specified what your vendor shall do, the vendor will
interpret called out industry documents as advantageously as possible.
Third, make sure your coupons are drilled just before drills are replaced.
If you want to get information on specifying PCBs for PB-free soldering, I
would recommend you get my White Paper: "Recommendations for PCB FAB Notes and
Specifications in Printed Circuit Board Drawings for SnPb and Lead-Free
Soldering Assemblies, the Qualification of PCB Shops and Activities to Assure
Continued Quality."
