This problem is categorised as a Process Indicator, for Class 3 IPC-610, so
as long as you log it & find the root of the problem, they can be accepted.
Reworking them could cause reliability problems, so I always suggest that
they are left just so.
This can cause performance issues in RF or Mircrowave circuits, but for low
frequency operation, would not be a problem. 
I suggest you change your policy, before you end up with land or component
damage or weakness.
If they are being loaded by hand, then a word with your operators would be
wise, but this is a common problem with machine placement.

TechPros,

Can anyone tell me if there's a reliability concern with allowing chip
resistors to be mounted upside down?  Our current policy requires that
we repair these, and I feel that to be unnecessary.

IPC-A-610D shows this to be an acceptable condition on all classes of
product, and our customer has no specific contractual requirement.

I'd like to try to change this policy at our facility, and welcome any
commentary you might have on the subject.
