Is the substrate FR-4? It looks like Copper-Clad Aluminium.

The Al electrolytic case should be IR reflectors, if untreated, so the heat
would likely accumulate in or transfer to the part body by some other means. 

If they are coated in some kind of polymer film, they will absorb IR, directly.
