Cleaning can cause edge delamination. To determine if this is the root cause 
in your case I would make up a few samples from a scrap board that has not 
been cleaned. I would then clean half the samples and then subject all of 
the samples to a T260 test. If cleaning is the issue, you should see a 
greater tendency for delamination with the cleaned samples.
