I think I was misleading, the meaning I wanted to give to the term "solder 
mask" is the so called mold seal, the substance applied to the board during 
assembly, before wave soldering, in order to keep solder from filling 
mounting holes.

Would you have the part # of your blue substance from Techspray? The 
Techspray I test is pink!

I don't know whether this can account for moisturizing, but the tests were 
conducted on WS soldered boards, therefore after wave the mask is covered by 
that slimy flux residue.

Is the mask covering both bare laminate and Copper?  Is there a difference 
in removal difficulty bare board vs. exposed Copper?
If the exposed Copper is the big problem, I strongly suspect that treating 
bare Copper with a good anti-tarnish might extend strip time window.
