Graham is right but also depending on the solder mask type and cure you can also leach from the mask and see an increased reading before you get to the laminate surface where exposed.

Hi Kenny

Be careful. IVF in Sweden demonstrated that prolonged exposure to  
"hot" test solution (>30DegC) can induce a rise in the Resistivity or  
Conductivity reading because you begin to leach out the (commonly  
bromine) flame retardant out of the laminate.
