There is an alternative vernacular meaning to 'Skive' in British English:
Its a pejorative term for some one not doing something they should. Or
secondarily doing something they shouldn't.
If some one skives off a task it means they are dodging it, making them a
skiver. So by a small stretch I [mis] understood what it meant fairly
clearly!
If you were to say the solder is skiving off in conversation, you would be
saying it is not working or is going to a place or doing something it
shouldn't.
It could be there was a Brit on the panel and in the discussion he just said
to himself it's skiving off then, and someone wrote it down thinking it was
a precise technical term! Whatever ....it's not a word you would expect to
see written in a formal document.

I am more used to the term skiving as it relates to compliant pins being
pushed into Tin-lead plated-through holes. The skiving results in FOD.
I think thieving is more in-line with what you are referring to.

Online dictionaries define skive as: to slice off (leather, rubber,
etc.) in thin layers; shave.
It sort of gives me an idea, but it really isn't very clear.
