I am already pushing for some other changes to IPC-A-600 and this is
IMHO an incorrect usage of the term. I am not sure of the time frame,
but we'll get to yours briefly.

I am more used to the term skiving as it relates to compliant pins being
pushed into Tin-lead plated-through holes. The skiving results in FOD. 
I think thieving is more in-line with what you are referring to.

Online dictionaries define skive as:	to slice off (leather, rubber,
etc.) in thin layers; shave.

It sort of gives me an idea, but it really isn't very clear.
