What does loud mean?
If you think Raider shirts are loud, they're not, They're only black,
silver and white.
The NFL does not have any loud uniform jerseys. Just the people in them,
(me included). The closest to loud might be Seattle with the Blue, Green,
white combo.
From what I know about Rugby shirts they are truly multicolored. So it may
be an English monopoly.

I would think that loud shirts are not an English monopoly. If you are
going to issue a challenge on Tech-Net, you should be inclusive. More
IPC members have loud shirts than root for rugby teams I personally own
Hawaiian and Paisley and actually wear my Oakland Raider shirts proudly
to the disgust of many of my acquaintances.
