Interesting viewpoint,
Let's look at a scenario where you have to load software from a CD or DVD to
enable the equipment and the equipment also contains a fiber optic
communications cable.
We all "know" that the cable has to be RoHS compliant since it is part of
the equipment and forms an optical communications channel for the electro
magnetic data transfer.
So someone explain to me (in the situation where the equipment needs to be
"loaded" from a DVD as is the case of a typical GUI for comms equipment) why
the DVD does not form an optical communications channel between the laser
read/write channel??
Suggest we might want to bury this thread.......

I believe this discussion is a classic case of tangents kicking in just a
bit. Getting back to the basics, the RoHS/WEEE legislations currently
pertain only to EEE (electrical/electronic equipment). EEE definitions from
both directives follow.
Article 3a of the RoHS Directive states:
'electrical and electronic equipment' or 'EEE' means equipment which is
dependent on electric currents or electromagnetic fields in order to work
properly and equipment for the generation, transfer and measurement of such
currents and fields falling under the categories set out in Annex IA to
Directive 2002/96/EC (WEEE) and designed for use with a voltage rating not
exceeding 1 000 volts for alternating current and 1 500 volts for direct
current;
Article 3a of the WEEE Directive states:
'electrical and electronic equipment' or 'EEE' means equipment which is
dependent on electric currents or electromagnetic fields in order to work
properly and equipment for the generation, transfer and measurement of such
currents and fields falling under the categories set out in Annex IA and

From the perspective of RoHS/WEEE and their respective definitions above, a
DVD, CD, tape or other media type should not be considered to be EEE because
it cannot be made an integral part of EEE thereby not being dependent on
electric currents or electromagnetic fields in order to work properly, has
no voltage rating(s) and does not fall under any category of Annex IA or
Annex IB of the WEEE Directive. Interconnecting cables of any type, however,
are considered to be EEE because they are dependent on electric currents or
electromagnetic fields and need to be physically and/or electrically
connected to the EEE to work properly, and they have voltage rating(s)
associated with their components. Interconnecting cables are described in
Annex IB of the WEEE Directive as "and other products and equipment for the
collection, storage, processing, presentation or communication of
information by electronic means".
Also, I tend to agree with you about RoHS legislation making trouble where
none was needed.

Hmmmmmmmmm - It does if the equipment needs to load software from it to
work.
You could say the same thing about a fiber optic cable - no electronics -
but make it a part of an electronics assembly...................
On some of the RoHS legislation it is more like too much legislation making
trouble where none was needed!!

IMHO, the easiest way around the problem is simply put on the invoice
and other docs the DVD as a separate item. A DVD does not fall under
RoHS, under any circumstances. It's as simple as that!
Too many people start looking for trouble where none is needed.
