Sorry, John, a DVD is NOT software. A DVD is a medium to transport 
software and is always delivered separately from the electronics; in 
fact, it is a wrapper for the digital bits. The last time I looked, 
software is a digital code of 1s and 0s and these are usually lead-free. 
For me, a DVD, no matter what it contains, is NEVER subject to 
RoHS/WEEE, but it would be better to mention it as an item apart on the 
paperwork.

Analogy: a printer ink cartridge or a battery is not part of RoHS/WEEE 
as long as it is separate from the printer/equipment: if it is 
installed, then it is subject to RoHS/WEEE.

Incidentally, CD/DVD±RW discs (not ±R) may very well contain a 
controlled substance. The IR-sensitive layer is a quaternary alloy with 
low-temp phase changes but I don't know the metals, but cadmium or lead 
could well be included.
