You cannot put any fixed percentage on the price difference between laser 
cut and electroformed stencils. The latter may even be cheaper than laser cut 
for high complexity boards because for laser cut you pay by the hole you have 
to drill (fixed cost + price/hole x # holes). The price of EF stencils is generally 
independent from the number of holes.
