We tinposit bare copper milled PCBs to improve solderability. You can also very lightly scrub with a green pad to remove oxidation. The bottom line is bare copper solderabilty is poor compared to a finished PCB. In cases where you have no choose, RMA flux can improve your solderability on bare copper. I deal with the worst possible cases regularly. Shelf life depends on environment, storage condition, and laminate type. I have restored bare copper PCBs years old. Depending on oxidation, you may not be able to double reflow PCB. Can you do it in one cycle?

One of the greatest challenges with bare copper PBCs is solder thieving from no solder mask.
