IPC-1710A “OEM Standard for Printed Board Manufacturer’s Qualification 
Profile (MQP),” May 2004 is a good resource. A recent paper Michalkiewicz, Renee, “
An OEM Guideline for Selecting PCB Suppliers,” Printed Circuit Design & FAB, 
Vol. 24, No. 12, December 2007, pp. 36-39 contains good information.
And if you really want more details you can get my White Paper dealing in 
part with this subject.
