Hi Paul,
As I said joint strength per se is not relevant to solder joint reliability. 
If you are concerned for some reason with SJ strength, than of course what 
you say is true. When you have weak interfaces, than the fillets will hold 
things together longer, but that is a Band-Aid solution.
