Correctly, it is considered as hazardous waste and it is a VOC, to boot.
Even more important are the resins in your tester column. These contain
all the nasties you have measured off your boards including heavy
metals. Disposal down a drain is strictly illegal: if it meets a hot
water stream, the IPA will evaporate preferentially and an explosive
mixture with air could form in the sewer, with the potential of causing
a flash. Incineration is OK if you can find someone you can rely on to
handle it correctly, but it should not be mixed with fuel oils as the IP
will dissolve in the oil and a puddle of water will stay in the bottom
of the tank. If the latter is cheap mild steel (as most are) it will
rust through quite quickly, even if galvanised.
As the quantities are small, I know some have successfully added it to
the first rinse water of their cleaning machines, ignoring VOC emissions
and flammability hazards!
