Jack,

I thinking the build is as follows:

2 cap cores made with 4 plies 7628 glass drilled (possibly not drilled),
plated, etched and then bonded together with what looks like 2 plies
7628 in the centre and 1 ply 1080? each side for fill properties.

I'm guessing then, that the defect is an etching defect on the inner
core side, possibly a lump of stray dry film, or similar which has
prevented plating from taking, including tin etch resist and then after
dry film strip, etched most of the plane away.

Of course, if the build is not as above, then I'm totally in the wrong
direction
