There actually is an IPC document, IPC-1710 “OEM Standard for Printed Board 
Manufacturer’s Qualification Profile (MQP),” and there was a paper by Renee 
Michalkiewicz “An OEM Guideline for Selecting PCB Suppliers” in Printed Circuit 
Design & FAB, December 2007.
A more detailed treatment is found in the chapters, QUALIFICATION OF PCB 
SHOPS and  ACTIVITIES TO ASSURE CONTINUED QUALITY in my White Paper on specifying 
PCBs to survive SAC soldering.
