The ITAR regulations cover export of US military technical information and military materials to foreign countries and foreign individuals.  This includes our traditional allies like Great Britain and Canada as well as foreign nationals located within the US.  Military means that the item was first developed for a US defense application.  Technical information means drawings, specifications, or verbal and written information of a technical nature.  Beyond that there are separate licensing agreements for transmittal of technical information and export of manufacturing materials.  I don't know what, if any, restrictions apply to imports.  I believe that exports of military information to Israel and citizens of Israel would be restricted.

The general rule is if it might be military and the receipient is not a US citizen located in the US, get an opinion from someone familiar with the regulations.
