If I recall correctly, there is a study regarding the issue done by
JEDEC.  Unless stated by the MFG, the moisture level normally increase
one by my book...jk

I have noticed that when the PBGAs started coming out in lead-free
packaging, the MSL went from level 3 to level 4.  Is that what generally
happened for most PBGAs?

 

Does anyone know the MSL for a standard, leaded FCBGA?

When these started coming out in lead-free, did the MSL also go up a
level?
