Bill, Jack, and others,

IPC has a printed circuit supplier benchmarking program called the  
PQCR2 Database.

One or more of 18 standardized test panel designs can be used to  
assess a printer circuit supplier's capabilities in five fundamental  
process areas which include:
1. Conductor/space formation capability and quality and finished  
conductor height uniformity on both plated and non-plated layers;
2. Via registration yield;
3. Via formation capability, quality and reliability;
4. Single-ended and differential impedance uniformity from both plated  
and non-plated conductor layers; and,
5. Soldermask registration yield.
