The solder thickness doesn't matter, as long as you have 50% of the lead
thickness soldered.
Yes, you would need the solder thickness if you wanted to measure up
from the pad, but if the leads are not coplanar, then you can end up
with different solder thicknesses on each, and thus a different total
solder height for each lead.
It is much easier to look at a visible portion of the lead for thickness
and ensure that less than 50% of the lead thickness is exposed in the
solder joint.

F= solder thickness (G) + 50% lead thickness
Can solder thickness be solder paste height prior reflow?
What about if leads are not coplanar? What would be the spec for co
planarity? How can they be measured?
