The ratios are different, depending on which committee meeting you are
interested in. I'm pretty sure the Interim Phoenix is a collection of
working meetings to get several documents ready in time for the "not to be
missed" public gathering in Vegas (IPC Printed Circuits Expo/Apex).

Here's the official words they use:

The IPC Winter Interim Standards Development Meetings are designed to
provide standards groups with the opportunity to make significant strides in
document development and revision away from the hustle and bustle of
technical paper sessions, professional development workshops, and free
forums common to the IPC Printed Circuits Expo, APEX and the Designers
Summit show in Las Vegas, NV in April 2008

If you were asking the question because you aren't already involved and
are wondering if the Interim is worth attending, I would suggest you wait
for the Vegas gathering
