In a galaxy not too long ago, people used PWBs with circuitry on only one
side. These were often cleaned using cleaning equipment fitted with with
rotating brushes that cleaned just one side of the populated soldered PWA. Hence,
if one just soldered on one side and just cleaned one side, then just tested
one side.
Yes, it may be old technology, but their may be legacy hardware around that
still uses such designs.
