From a solder paste and flux Product Development standpoint, EM was
always tougher to pass then SIR.  Part of reason being that the lower
voltages used in EM would tend to preserve dendrites, whereas the higher
voltages used in SIR would tend to blow them away. 

If you passed something like the Bellcore EM it was highly probable that
you'd pass the IPC SIR test
