Richard,
To my knowledge, IPC has no documents addressing the issues of required
cleanliness of components. I did some research a few years ago and IPC
specs only deal with cleanliness of boards and assemblies. There have
been no specification efforts related to components from the Cleaning and
Cleanliness committees, which I chair. The most that you see is "warm and
fuzzy" statements like the components should be clean and free of harmful
substances, but nothing with more teeth than that.

I do not know if there are any IEC specifications which might. You might
check on the IEC web site, www.iec.ch. Graham Naisbitt, a valued
contributor here on the Net, has more experience with IEC specs and may be
better able to answer that one.

[TN] IPC Documents Dealing with Cleanliness?

I know that documents and standards exist for assemblies & PCB's, but
are any of you aware of any IPC (or other industry) documents that deal
with the cleanliness (both residual and/or particulate) of components or
mechanical parts such as housings, heat sinks, etc?

Rumor has it that there are some purchasing trade groups that may also
address this topic.
