Hello everyone

In reading Genny's email below, it makes perfect sense to me, but I want
to ask everyone if there was anyone with a different point of view on
packaging being "out of scope".

I read 94/62/EC and it deal with how packaging waste is handled within
the EU and is really not related to RoHS

No it is not stated in the RoHS standard.  Please understand the
difference between exemption and out of scope.

Exemption:  immunity from an obligation or duty.  Meaning - it is
normally an item that fits in the category covered by this directive,
but for whatever reason, it does not need to legally follow it.
Example, high content lead solder internal to IC's - no viable
alternative.  Exemptions can be retracted at a later date.
Out of Scope:  The directive has no legal control over that type of
item.  Packaging is not an electrical or electronic device.  The RoHS
directive makes no mention of packaging or how to evaluate packaging, or
which directive to look at for packaging, because this directive is not
addressed to packaging at all.  The list would get incredibly long if it
had to address every possible product that might make contact with an
electrical or electronic device, but did not actually have anything to
do with the operation of the EE device.  Packaging is usually not
specific to electronics.  The same type of packaging around your EE
might also surround a chair, or a vase.
Military equipment is out of scope.  The directive has no legal control
over strictly military products.

directive, or get supporting documentation on the directive.

to confirm this. Is it possibly stated in the RoHS standard

They are out of scope of RoHS.  Unless they rely on electrical currents
to protect your products...
There is a different older directive that has actually been in force
longer, that covers packaging material. 
I think 94/62/EC

I have heard a rumor that packaging  (boxes bags and the like) and
instructions sheets are exempt from RoHS compliance. Does anyone have
any information on this issue?
