Hi Chris,
"The lead material of the component according to the drawings is Matte Tin 
over Nickel flash" does not make sense—matte tin over nickel flash is just a 
surface treatment. The lead has to be made of some material; choices would be 
copper, alloy 42, BeCu, etc.
