They are out of scope of RoHS.  Unless they rely on electrical currents
to protect your products...
There is a different older directive that has actually been in force
longer, that covers packaging material. 
I think 94/62/EC

Hello everyone
 
I have heard a rumor that packaging  (boxes bags and the like) and
instructions sheets are exempt from RoHS compliance. Does anyone have
any information on this issue?
