Packaging, boxes etc. are not Electrical or Electronic Equipment nor are they 
part of such equipment. Therefore packaging is not within the scope of RoHS. 
Note: it is not an exemption, it is simply not within scope.

However, the EU has also a packaging directive with restrictions for the same 
hazardous substances as RoHS.
