EVERYTHING affects RF performance!  But if you are below about 1GHz and
aren't dealing with unusually low signal levels, then the tarnish should
not be noticable.  On the other hand, if you have delicate specialty
microstrip filter structures, you may still have a problem.

I am facing a problem with boards that are of Roger material and was
tin/lead plated.

We subject the boards to reflow, and those area where no solder joint
turned tarnished.

I wander will the signal or frequency be affected by the oxide formed on
the surface.
