WOW,

Seems the precautionary principal is selectively applied by the EU. Below is
a quote by Meglena Kuneva, the EU's consumer affairs commissioner on the
subject of not banning China exporting lead contaminated toys to the EU this
month (before Christmas) because they are "making progress". The EU review
found, however, that there "are still significant problems within the
industry in making sure, particularly at the lower end of the market, that
toys are safe." 

Meglena Kuneva stated:

"You cannot give 100 percent guarantees, but you can make sure the system is
fit for purpose,"
