Dave,
I was told that the bare boards come in slightly under cured to relieve some
of the stresses of the manufacturing process. This came from a man who had
30 years experience in PCB manufacturing industry. I don’t know if you can
truly 'over cure' the board epoxy?

What happens to PCB material that is overcured?  Does the dialectric of the
material change? Does it cause signal attenuation in the vias?
