Make Your Voice Heard Regarding Unfair Trade Practices Impacting the
Electronics Industry

 

IPC needs your help to identify trade barriers that impact the
electronics industry. The USTR (United States Trade Representative) is
currently taking comments on significant barriers to U.S. exports of
goods, services and overseas direct investment.  This is your
opportunity to influence your government to take action against unfair
foreign trade practices that impede the financial success of your
company. For example, China RoHS creates a major trade obstacle for U.S.
exporters since only Chinese labs will be authorized to test and certify
products that will be allowed into the Chinese market.  Your input can
help us work against such requirements that disrupt free trade and thus
significantly limit the sale of U.S. products. 

 

Some examples of foreign trade barriers we are interested in hearing
about include: 

*	standards, testing, labeling, and certification (including
unnecessarily restrictive application of phytosanitary standards,
refusal to accept U.S. manufacturers' self-certification of conformance
to foreign product standards, and environmental restrictions) 
*	import policies 
*	government procurement 
*	export subsidies 
*	lack of intellectual property protection 
*	services barriers 
*	investment barriers 
*	anticompetitive practices with trade effects tolerated by
foreign governments 
*	trade restrictions affecting electronic commerce 
*	other barriers that encompass more than one category or that
affect a single sector 

 

Our comments will assist USTR in developing its annual National Trade
Estimate Report on Foreign Trade Barriers. You can find the April 2007

We request that you submit your feedback to us by October 12, 2007 so
that we have adequate time to compile and finalize our comments. As much
as possible, please include the following information in your response
to IPC: 

*	Estimate the potential increase in exports that would result if
the trade barrier were removed using the following range estimates: Less
than $5 million, $5 to $25 million, $25 to $50 million, $50 to $100
million, $100 to $500 million, or over $500 million. (The range will
help USTR assess the barrier's impact across industries). 
*	Indicate the method used to derive the range estimate.
