Hi Rob,
QUESTION: "What is the benefit of moving from a class 1 to 2 or class 2 to 
3?"
A: There are definite quality improvements accrued when moving from Class 1 
to Class 2, which often can translate into reliability improvements; that move 
is not associated with a large increase in costs.
The move from Class 2 to Class 3 does not improve technical quality or 
reliability in any significant way [in fact, there is at least one instance where 
the tighter restrictions of Class 3 are detrimental to reliability], it improves 
accountability with a long paper trail and is rather costly.
