So, if a PC is required for office use and is also required for TEMPEST
confidential information flow then it is considered lead free or lead
equipment?  Even a quartermaster's PC has reliability requirements.  See
what happens if an order of military cold weather gear doesn't get
ordered due to no lead solder spidering or cracking on the PC
motherboard.  Seems like a very slippery slope to me.  It's how the
equipment is used (cold/hot temps and mechanical stress...ie mobility)
and the reliability required of the equipment that is pushing the
military to use a system that actually works.  Stay with the lead until
a process that is reliable and environmentally sound is found and
tested.  I've been reading the posts for quite a while now and I'm
convinced due diligence was not performed before the powers that be
implemented the "no lead to save the world" solution.  Just my two
cents.

What they mean is that for example you can't buy a PC for your catering
corps desk sergeant and claim this is military use. Any product that is
widely available for civilian use also is not specifically military
equipment and thus NOT exempt.

What other military equipment that we ship to the EU would not be used
for EU defense? If military equipment is sold to the EU as both military
and commercial product all that equipment is considered non-exempt from
weee and rohs.

The WEEE Directive specifically excludes equipment connected with EU
Member state security including arms and munitions. It does not exclude
ALL "military" equipment per se however - only products which are
specifically intended for military purposes. 

Now... the RoHS Directive contains no such exemption, however, it has
been assumed that the scope of RoHS=scope of WEEE unless otherwise
indicated.

So yes, there is no requirement for lead-free in military equipment for
the EU.
