Well, it's not very politically correct, but it has been around a while.

It can also be a pun on the "wrong-side" of the tracks hoodlum
stereotype of
"Greaser."  See S.E. Hinton's The Outsiders, or the movie of the same
name,
starring C. Thomas Howell.  I've never heard the term applied to
Hispanic or
Latin American people.
