I also feel that it is something that the entire surface was exposed to
since they are growing on everything including plastics and the
laminate.  I've inspected the inside of the bags and they do not exhibit
any type of crystal growth nor do they have any kind of residues.  The
bags were brand new before these assemblies were placed into them.

Can you supply details on the component leads? But if it is on the
plastic, also, that would mean it is something that the entire surface
of the assembly has been exposed to.  Any chance there is something on
the inside of the  bag being transferred to the assembly?  Antistat?
