It defines the range of peel strength for ranges of package sizes.

None to my knowledge. Seems like there should be, to set a both minimum 
and
maximum force limits. I have seen problems both ways, tape cover too loose
and too tight. Seems like it might require a call to 3M.

First I am a chemist not an SMT engineer. Perhaps all of you know this off
the top of your head.  Is there a standard that governs the force required
to peel the cover tape back from a reel of SMT components? Is there a 
value,
for instance, of x grams of force/y mm width of reel?
