Depends on what your contract identified as the order of precedence.  

We mandate compliance with the workmanship requirements of IPC/WHMA-A-620,
IPC-A-610 and J-STD-001, as well as some additional; criteria we mandate.  

In event of a conflict between our mandated criteria and the IPC standards,
we state that our criteria takes precedence.  

In event of a conflict between IPC documents (and just like Ripleys believe
it or not, there are some), we require that the more restrictive IPC
requirement apply.  

Normally, we do not allow manufacturer workmanship requirements to take
precedence over IPC because, it may be that the manufacturer document is in
error because it did not duplicate the requirement, or otherwise, the
manufacturer document was not based on the latest revision of the IPC
standard.  However, we do allow the manufacturer document to take precedence
only in event it is submitted for our approval.  That way we have control
over its contents and can assure it conforms to the IPC standards and our
add on requirements.

Hi all,
A question came up here yesterday regarding what has precedence in regard to
quality issues. Some say IPC 610 would over company criteria and some visa
versa. The question came up noting that it is a standard and cannot be
changed. Others said it is that companies can vary from the standard if they
choose. Help.. who is right here??
