Having a uncured seat cover hanging from your buttocks is most
disturbing, and a very cosmetic issue. 
Have you tried to re-cure? Another 1-2 hs in the oven may make the thing
become harder.

Poor taste in the choice of toilet seat covers.
All other things being accounted for, tackiness in Polyurethane is an
indication it did not achieve proper cure. I would not accept it.
